Canadian provinces have their own Provincial Nominee Programs (PNPs). Many of them also run their own categories under the Canada Express Entry System

To apply for admission to Canada as a permanent resident under PNP there is a two-stage process. Successful applicants who receive a PNP nomination can then apply for permanent residence. Candidates who do not qualify under the federal programs may qualify for admission to Canada under a PNP.

Under the PNP programs, candidates are first nominated by a employer, once approved by the province, they are subject to an expedited process. Initially applicants can receive atemporary work permits to enter Canada while their application is being processed for permanent residence.

An employer is required to sponsor the application for the skilled worker-based provincial programs for admission to Canada.
